Is my 29 gallon completely stocked?
I have a lightly planted 29g with: 9 Swordtails, and 6 Cory Cats. Is my tank just about as full as it can be? I was thinking of adding a couple of Oto cats but I'm not sure if I have the room I read that the Otos don't put out a heavy bio load, but I'm not sure.

I would say your about where you need to be. Unless you have a heavily planted tank, good filtration, or both I would stop there. I'm sure you could squeeze a few more in but for the safety of the fish I would hold off. That's just my 2 cents for what its worth.

i do 25% wc each week and i have a hob filter rated for 50 gallons

you can get more fish, but up water changes to 50%.

My opinion is that you are fully stocked now. Swordtails can attain 6 inches, though 4-5 inches is usual in aquaria, with females being slightly larger than males. A 30-inch tank (such as your 29g presumably if it is the basic 29g) is fine for a group of swords. And as they are upper water fish, the corys on the substrate is a good mix.
