Gender determination?

Ok, so I know how to tell makes and females apart, lol. That's not my question. I am curious about how livebearers get their gender. I know some fish decide on gender after seeing who is dominant and then a certain ratio of males to females develops. Is this the case with livebearers? Or is it genetically based from the start? I have noticed on my platy fry that they all look female for a while. Then after about 2 months, some start looking like males. And it seems to be in a ratio closer to 2:1 or more than 1:1 like it would be genetically. It's consistently more females than males. When I search online, I only ever find how to differentiate between genders.

Anyone know for sure?
