Green Sand! Algae Identification

I have an algae problem. I want to know what I have. I don't have a camera and my phone is good enough to post a picture. Its the color of green construction paper (green but almost blueish). I don't think its blue green algae bc its not slimey. I don't thnk its any kind of hair algae because it doesn't grow upward. It sticks to my sand turns it green. when I take a piece of it out of my tank, its stringy. my ramshorn snails won't eat it.

It could be Spirogyra...There are many different species of hair algae though, so it could be that also.

Have a look at the photos here and see if you can pin it down. George Booth also suggests treatments.
