wdhfxup?!!? lol,, hmmmm wow very peculiar, did you check for any obstructions, dead fish, plastic etc, did you use the proper filter cartidge and biowheel? maybe the thing the bio wheel spins in is dirty or sticky or maybe its a tight fit...investigate a little to find out more!. good luck man..btw so thats how you look like!!

im thinking 2 things. 1, your filter cartridge needs to be swapped out or rinsed off. Im a big fan of rinsing :) i have a small bit of garden hose on a sink in my workshop with a small ball valve on the end. I just barely open the ball valve to get a forceful stream (similar to holding your thumb over the end) and rinse the cartridge that way.
THEN! and these are biggies.... make sure the little waterspout where water runs down behind the biowheel to make it spin is clean. I got some funky gunk in there caused mine to stop. wiped it clean (literally 3 seconds of work) and it works fine. also, my wheels slow down a bit here and there, what helps is once a week when i do my cleanings i just take the biowheel out and turn it sideways to get the water out of it. those 2 steps should help tons!

Something to watch out for on penguins is that the pins where the biowheel fits on the filter can get gunked up with mineral deposits. When that happens you'll need to wipe the pins and sockets down with a weak acid solution (vinegar is fine).
