Something picking at my Rainbow Shark?
 
I own a 20 gallon with cherry shrimp, amano shrimp, 3 corydoras, a nerite snail, 2 khuli loaches, and my rainbow shark. I woke up this morning and found his perfect tail fin was torn to shreds.

Any thoughts on who is aggressor could be?

You don't have any possible culprits in my opinion. Is there any decor/sharp object, he could have gotten trapped in, or caught on?

Sometimes ragged fins can be caused by poor water conditions. I'd test the water and see what you see. Even if that's not the cause, its very important to keep pristine water while it heals, so do lots of water changes!
