It looks like it may be a hybrid of an Electric Blue Ahli Cichlid due to the yellowish caudal fin and white tip on the dorsals... It is most definitely African. There are several blue colored African cichlids and he looke like some kind of hybrid if them. Beautiful fish by the way :)

It is a livingstonii and by the blue coloration I would guess male. Great fish. They get to about 12in long and are malawi haps. Ideally they should be kept in a 6ft tank because they love to swim.

Although the two species are very similar it is not a venustus. Notice the dorsal and anal fins. The dorsal fin has a white tip and the anal fin has a red coloration found on male livintstonii. Male venustus do not have that coloration. Here are some pics online I found to show you.
