i have some anacharis and i was wondering how to get it all to stay floating on the top of the water so it is all parallel to the surface of the water

It's going to float as it's going to float. You can't really make a plant float a certain way, sorry! You may try removing the older portion of the stem, sometime that end tends to sink more.
You can use some clear (air hose) suction cups and string some black thread just under the surface of the water to give the plant a "perch" to hang off of. Just make certain the plant stays submerged or it will dry out quickly
