Can I get 1 fem dwarf puffer in with 5 black skirts?
 
Im trying to find a cool or colorful fish to put in with my black skirts and 4 ottos. 20 gal heavely planted

I wouldn't try it. Black skirt tetras can be nippy and even the female puffers can cause problems. To me it would be a risky move.

Agree. Have a browse through the characins in our profiles, there are several that are colourful and would work.

It would have to be a small (dwarf) species, given the 20g tank. One of the South American dwarf species, in a pair, might work, depending upon which species.
