Setting up a cheap but effective sump system?

Hey guys, I'm new the the site and am a beginner when it comes to saltwater aquariums. I'm 17 so i've gone through all the bio classes and chemistry classes already and have somewhat of an idea about all the chemicals and filters and what not. I have a 20 gallon tall tank with 35 lbs of live rock probably and 20 lbs of live sand i think... have 3 green chromis and a coral banded shimp( I know not the best mix) but w/e haha I just recently bought a 40gal Breeder and was wondering if there are any easy ways to set up a sump system instead of running my emperor 400(which is on 20g). I like the clean look of the tank, rather than having a hang on filter. Im confused about how to set up the sump. so many pipes and lines and cords and stuff. I need to have it explained better than what ive seen. Also if there are any cheap protein skimmers that work well I'd love to know bout em'! Any help is much appreciated!:-)

 The skimmer is far bigger than needed for your tank, thats why I showed you that one. Its a big name knock off, should do ya really well.
