Archerfish

Hi, i have a 65 gallon tank with 2 archerfish and 2 mudskippers. There is about a total of 20 gallons of water in the tank. On my bigger archer i have noticed a bit of white stuff on his head that looks like dead skin. It doesnt really look like a fungus. Now i know it should be brackish, and i started them out in brackish but slowly let the water turn more and more fresh. There is probably a bit of marine salt still in the water cause every now in then ill mix in a little into the water but it would be a very low salinity level. Would any of you have any idea as to what it could be?

Im trying to get my buddy to come over later (though he is fighting a cold right now) to take some pictures to post for ya'll to see.

Some more information that might help is the big archer is about 2.5-3 inches long. I have a fluval 204 canister filter on there. Water temp is 78* F and lots of live plants.
