38 gallon stocking.
Hi all, I am redoing my 38 gallon and want something more sophisticated that the neon tetras and cardinals,but not something as expensive as coral pencil fish. I would get around 12 also. My pH is around 7-7.4 right now because I have a air pump hooked up to it and that's driving my Co2 out... when it isn't on the ph is 6.5.. I like pencil fish and emperor tetras but I am also into pretty characins. the tank mates will be 2 killies and 2 mating kribs and two mating angels

First, i would separate the kribs and angel pairs. When either spawns, look out. There is insufficient space for two spawning cichlid species.
The cichlids also restrict options. I would not have any pencilfish. You need more robust fish. One of the Hyphessobrycon species in the Rosy clade would work, some are nippers but others work well with cichlids.

Okay i don't have angels so I won't get them, Would rummy nose tetras work?

Pelvicachromis pulcher (krib) occurs in slow or still plant-thick waters. So a pair in a 38g so aquascaped would work with most characins, rasbora, some catfish. The latter would be an issue when spawning.
Rummys need soft, acidic water, which you have, and with lots of plants including floating (they do not like light) would be fine.

I have them in there right now and hey are spawning nicely, I just want fancier tetras... no bottom fish or anything like that
