Neons and Glowlights tetras are schooling fish, so you will want to get at least 6 of each. Oto catfish are schooling as well, but in a 10g, they won't have much food in a school of 6. A pair should be ok, but keep an eye on them to make sure they are getting enough food, otherwise you will need to feed them algae wafers. If your tank doesn't already have plants and driftwood, this will help give more areas for algae growth.

You can but you have to regulate the population of the incoming fry. Platies happen to be one of the most prolific fish and a 10 gallons has little space for growing and surviving fry.
