hey there!! welcome to the forums!!!
well see the water doesnt have any beneficial bacteria but If you can just transfer the substrate and the decorations(most of the beneficial bacteria lives in the filter, substrate and decorations) and fill it up again with some dechlorinated water you'll be set!! just check your parameters every other day to see how things are going. Also adding some plants could be very helpful!
how long have you had fish my friend? how do you measure the parameters in your tank?
Im glad you joined our communty by the way and again welcome to the tropical fish keeping forums!!!
Welcome to Tropical Fish Keeping forum.
Leogtr is correct, there is no positive benefit using old water, in fact the opposite.
Bactgeria colonize hard objects covered by water, so moveing those mentioned by leogtr from an existing established (fully cycled+) tank will transfer bacteria to seed the new tank. And live plants consume ammonia/ammonium immediately, helping even more.
