Will it hurt to spray my plastic plants with Clorox Clean-up, leave them sit a minute, and then rinse them REALLY thoroughly? It is so much easier than trying to scrub each leaf.

I'd use diluted bleach only (clorox clean up has soap added) rinse in reg. water and then rinse again in dechlorinated water (use your tank water conditioner).
