No to either. Your not going to find many people who tell you any $30 "supposedly" CO2 regulator from Taiwan is a good idea. The first one makes no sense. It looks like a paintball canister regulator, but then says "can't fits paintball cylinder". I can assure you the US doesn't have any standard sized CO2 canisters that look anything like what is in that picture. Secondly its single gauge, your car has multiple gauges fro a reason. Likewise CO2 regulators normally use dual gauges for important reasons as well. Both ones you picked are single gauge. Both gauges tell you how full the tank is, both lack the output gauge that tells you the pressure in your line. Running pressure too high in the line can damage your needle valve, which will cost more then the gauge. Pressure in the tank is often around 1000psi, line pressure is recommended to be 15-20psi. I run two pressurized setups and both links look very sketchy to me. I'm not even sure what the second one does... it MIGHT be preset, the way they talk about it, it doesn't appear to have a off switch on the regulator. They don't say what the black knob does..... The threads for this regulator are 2mm, I forget what the US standard is for CO2 tanks except its not measured in mm, its some weird designation. So you would need to double check that, that regulator actually fits the tank you intend to use it with.
Also that old saying, "you get what you pay for". No way are those things leak proof with the instructions they give you. Also accuracy is of great concern. A unstable CO2 level is just as bad as too high of light. Also please keep in mind that while most of aquarium equipment is pretty harmless pressurized CO2 systems do carry danger to both you and your fish if used improperly. Generally they are very reliable and long lived, but most setups run about $200 as well. A malfunction due to cheap or inaccurate equipment or user error can be lethal to fish. User error on my account once sent more cherry shrimp then I will admit to shrimp heaven.
