Puffer fish with weird Growth

Hi

i bought a puffer fish about a month ago. it has a small white like blob on it's bottom fin.
i was told when bought it was just a small deformity. and the other fish in the tank were all healthy and no other marks.
and since going in my tank thats been running a year now, none other fish have become sick, but the growth has slowly been growing. and I'm worried it will become a hinderance for it, or be more serious than a deformity.
its quite strange. its on the very edge of his fin right under his body. it doesn't seem to be growing up his fin, more out away from it. it ain't smooth its more like really small thing white spaghetti :/ best thing i can think to describe it.
anyone got any ideas?

will try and load a photo but he just wont sit still long enough to get one that doesn't blur.
