It could be a swim bladder issue but it could also be bloat or constipation. You can treat constipation by not feeding or pre-soaking food in medicinal paraffin or castor oil. If the fish seems to be pooping fine, however, it's not constipation.

I had that same problem, I was addviced by a friend that you could by medicine. He died days before I could get this medicine. I also had this problem with other fish and they regulated by them selfs. So there may be some hope. Sorry to here about this.

I would try not feeding the fish for 2-3 days and then feeding it peeled blanched peas. Buoyancy problems are usually caused by swallowing air or overfeeding/constipation. I have run into this several times and this remedy has always worked.
