bulb question

so i have been reaading around a bit and as i am kinda slow i ned some simple explinations please...
what is more important to a mixed reef system a bulbs par rating (such as 38) or a bulbs color temp (10,000k for example)? i ask because i often see people refer to one or the other and never both. also with a bulb that shows a par 38 rating the color temp is only 4100K. i am so confused.....

the higher the PAR the more light is penetrating into your tank to your corals. the higher the kelvin the more blue the light looks which will make your corals "pop" out. im going to guess the higher PAR goes with the lower Ks.
for example, 20K halides would have a very blue look but the growth wont be as fast as a 6500K halide but the corals would appear brown.

so as an example what if i was to get a blue stage bulb rates par 38 would i have the best of both worlds?

what is 38? on what scale? 38/100?

I would stick to T5 bulbs from the top of the line brands - ATI, UVL, Giesemann and Ice Cap and just get the mix of colors you like making sure to get about half daylight bulbs

most likely will for the big tank but i am tossing ideas around to A) learn more and find ways to save money ;) and B) have cheap ideas for a potential Pico build i have in the planning stages.. i dont want to jump in like i did with the first one and have to back track to fix stuff.. but i really do rather enjoy DIY so why not learn more?
