Depends what kind of fish you want to keep in there... Most fish like it from 70,75,to 80 degrees.... What kind of fish are you thinking about getting?

There's 3 tiger barbs in there right now, not really sure what else i'll end up getting.

Also, is 20 watts of flourescent light better than 30 watts of incandescent light for live plants? It's a 10 gallon tank.

The warmer the temp, the faster the metabolism and the shorter lived your fish will be. There are some fish that prefer the higher temps though. I would make up a tank plan with everything you want and find a happy medium.

appropriate temps for tiger barbs are between 68-78/79 i believe. so id say that 80 is a little too warm. I'd go with 74-76.
