Many say reef sand with live rock and micro algea.

I dunno, I think a skimmer is a really nice thing to put in a sump. As far as the wet/dry media skip the bioballs. Many prefer using live rock rubble as it is covered in microfauna.

are you planning a refugium or only an equipment holder?

Most LFS will seel it. Or if you know any body with it ask for a little bit.
