Welcome to the forum! I don't think your overstocked. Your tank maintenance schedule is good! If it was my tank (and it's not) I wouldn't hesitate to add a few more tigers and hatchets. I don't know a thing about gouramis so I'll leave that for someone else to comment on.
As you have the room, definitely more hatchets. I assume these are the common Silver Hatchetfish [click on the shading to go to this fish's profile] since these will fare better with the barbs that the more delicate Carnegiella species. And being shoaling fish, like all characins, the more the better; six minimum, but as you have room I would go for more and add five more to total nine.
I would not advise gourami with tiger barbs. Gourami are all sedate easy-cruising fish, and too much of a temptation for nippy tiger barbs. The Bolivian will probably stand his ground, but I would be careful; this fish is also "easy going" and over-active tigers that decide to bully him may cause health issues for the Bolivian. Especially as he grows and, if a male, develops the fin extensions.
