Neon with ich? :[

My neon tetra has this lil zit looking lump, right under his chin..
could this be ich or a parasite?
Should I quarantine him? :-(

One of my feeder gold fish has this as well. I think it may be a tumor. I guess watch how big it is, and see if it grows, or spreads?
