Any advice on a beginner starfish? Possibly colorful and will not grow overly huge,(28gal tank).

I would say a brittle starfish. Just feed him little pieces of shrimp.

Most stars are not reef safe. That being said, some brittles will work out. Avoid the green/yellow ones as they will eat your fish. White sand sifting stars are ok but you'll be disappointed that you'll rarely see it.
