I'm getting ready to cycle a 29 gallon with a bio-wheel filter and a heater.
Temp should be around 78 for a while, then I'm bumping it up to 80.
Black gravel with a layer of java moss and a piece of driftwood.
Maybe a few other plants.

4 Standard Tiger barbs
4 Albino, Red, or Green Tiger barbs
2 Bushynose Plecos

The plecos won't be introduced until some algae has built up.

Is this a good stocking list?

are you going to use the barbs to cycle the tank or are you doing fishless cycle?

Bring the temp down a touch. 78 is just fine. The pleco will devour the plants, bad choice. Use synodontis' or cories as scavengers as they will not harm the plants.
Barbs will produce a heavy bio-load. Heavier filtration may be needed. Just keep an eye on things after intoducing fish.
