Advice needed for tetra
 

Hi everyone. We are relatively new to fishkeepong and are having problems with our Black neon but not 100% sure what it could be!
He has what looks like wounds on his body, his eye is swollen and he is constantly gasping. Also has recently stopped eating. He has been this way for a couple of weeks now and we have tried treating for a bacterial infection but that didnt work. None of our other fish have showed any symptoms of anything and a water test didnt show anything. We are getting to the point where we think we might have to put him out of his misery.... Any ideas?

And you're sure there's no NO2, NO3 or Ammonia present?
