Hello & Welcome to the forum
Acc to this its submersible Top FinŽ Powerhead - Filtration & Circulation - Fish - PetSmart
so is that a yes?
I use powerheads all the time and I have not seen one yet that cannot be fully submerged without damaging it or risk of electrocution. That said, many powerheads have venturi attachments that will not work if the device is too far below the water surface. For most powerheads, you do not want the top to be more than four inches below the surface of the water. Below this depth the venturi may not work (the thing that makes the powerhead squirt out bubbles).
