I don't know what kind of plant that is but if it has something growing out of it towards the surface it's likely a runner.

Hard to see clearly in the photo, but I suspect this is a species of Echinodorus (sword) and as Hawkian says there is a runner or flower spike. If it is a sword, flowers will not develop but little plants will; leave them until they have several leaves a couple inches long, and some white roots, then carefully remove the daughter plants and plant them in the substrate. Or you can leave the plantlets attached, although eventually (after several months) I find they degenerate or get covered with brush algae so it is better to remove and plant them. B.

Fish in my avatar is a Tatia perugiae, common name spotted woodcat. Occur in South America, I have three in my 115g tank. Very nocturnal, never come out during the day but can be trained to appear at feeding time. Spend the day in tunnels in bogwood, hence the common name. There is a photo in the series on my Amazonian Riverscape 115g tank showing two of mine peeking out from their den. B.
