ten gallon tank
what filter do you recommend for 10 gallon tanks? yes, i know live sand and live rock. what is a external filter best for this size?

Honestly, you won't need a filter of any type for a 10 gallon tank with live rock and sand. Just something to move water. If you have an old Whisper hang on filter, that would work perfect. Just run it empty or with a bag of activated carbon.
Powerheads, live rock, saltwater, water changes. That is filtration in a 10G.

what about a protein skimmer? is it worth even getting?

Well.... I won't just say that a protein skimmer is not worth getting. A skimmer is going to add benefits. It just depends on the dollars spent as compared to the benefit gained. You could probably spend $35-$50 on a small skimmer if your budget is loose.

I'd recommend a skimmer.
Look up the Azoo Mignon Skimmer. I got my for £25 in my LFS and the skim it produces is incredible, especially for the size and price. It's a hang on the back model too, so it takes up no space in the tank!
