what is best for a 29 gallon FOWLR tank?

On tanks with a focus on fish, rather than corals, the lighting is really a personal choice. I would probably use a twin stube florescent strip, with a 50/50 bulb and a full spectrum bulb. Just realize, if you want to upgrade to corals at a later date, you will need to upgrade the fixtures.
