changing from salt water to Fresh

I'm still searching fora tank on Craigs list, and have found a 30 gal for 75, as well as 46 gal set up for about 200...
Both per the owner were Salt Water Reef....I want a fresh water tank.
Is it as simple as cleaning the tank and cycling it?
I knowits a not very bright question, but I dont know the answer!!!
