Film on the top of my water

I have been noticing recently that there is an oily film on the top of my tank's water. Anytime I add something to the water, including food, it spreads apart and the water looks clear in those places. I am currently taking care of two bettas in separate bowls(yeah I know), which I am doing 100% water changes every few days. One of the betta bowls and my community tank both have this film. The second betta bowl, and my 3 gal does not. Does anybody know what it could be, and if so, is it harmful to the fish?

The oily film is protein. A lot of betta foods contain high protein content due to their dietary requirements. No, it is not harmful, just unsightly.
