This is both a complicated and simple question.
If this is a fish only system, then this could work properly, provided that you are able to design the sump so that all water enters a protein skimmer prior to entering the biomedia. For an example, look at the CPR BakPak hang on units. These are used for small aquariums, but the concept is the same as what you are trying to achieve in a sump system. Water should enter the protein skimmer before entering biomedia. The most important piece of filtration is the Protein Skimmer, which is what the majority of this conversation should involve.
If this is a future reef, or if this aquarium will have live rock, then you are headed in completely the wrong direction and the answer is NO. Reef systems or systems with live rock do not use biomedia.
You need to realize very quickly that biomedia is NOT a good form of filtration for a saltwater aquarium. This is vital for understanding how to properly maintain a marine environment. Biomedia >> Nitrate. Nitrates are undesirable in a marine system. Additionally, the accumulation of organic acids robs your water of carbonates that are vital in maintaining a stable marine system. This is where the protein skimmer comes in to play.... to prevent the buildup of Nitrate and to remove organic waste.
