Could I do these fish together in a 12 gal and how many of each could/should I get of each?

zebra oto
black morpho tetra(or black neon tetra)
ruby red pencilfish


Or I may go with
2 dwarf pufferfish
zebra oto(not sure how many I could/should do)

Puffers can't go with any other fish and you'll only be able to have two.

As for your other group, you'd probably be better doing 6-8 pencilfish OR 6-8 tetras and then the oto. With the pencilfish you'll need a lower pH (6.6-7) which you'll have to achieve naturally (chemicals can crash your tank) and they like having a heavily planted tank, but the tetras don't need anything special but they do need to be in a group.

You might be able to get away with otos and puffers. But its up to you if your willing to take that risk.

yea otos are like the only fish that can go with a puffer
