freshwater puffer is dying please help ASAP

so my freshwater puffer is dying. he has been laying on the bottom not really swimming anywhere for a few days now. today is worse. hes not really moving his fins or anything and I can see under one eye it looks like its red. it sort of looks like if someone had a vein pop in their eye and part of their eye is red.

I have a 10 gallon tank set up about 2 months now and I added him about 2 weeks ago.

anyone know of anything I can do to help? I have been adding salt, the pet store said I can use the same salt that I use to mix for my saltwater aquarium.

In order to be of any help, we'll need more information.
Water params are the first and most important...ammonia, nitrite, nitrate, and pH. We need them all, and we need the numbers, not just "they're fine", which tells us nothing.
Water temp?
Filtration?
How often are you doing water changes? How much water at a time?
What species of puffer?
What other fish/animals in the tank? How many of each?
Foods... how often, what, and how much at a time?
Decorations? How much and what kinds?
How long has this problem been going on? Any other symptoms?

The more you can tell us the faster we can help. If you can post photos, close up of the fish with the problem and a whole tank shot, along with the above info... that would help a lot more.

It is still a good idea to fill us in on the info we asked for so that we can figure out what happened and prevent it from happening again.
