Okay, so I was doing a water change and turned off my heater so the glass wouldn't crack.
I noticed the water level after filling the tank was too high, so I moved the heater up.
While doing that a burst of white tape-looking stuff came off of the suction cups and I was like WTH?!
Then I noticed it was on my air tube (the part that was submersed) even WITH the red marker-tip looking thing not submersed connecting the two wires which helps "stop damage" or whatever the box said.

It brushes off easily, and it's a second hand tank that has hard water deposits from it on the hood.
