turns cold, do fish continue to feed normally?

I think it will depend on the fish and how cold the water gets. I have always heard that Koi and Goldfish go dormant and do not feed as it gets colder but I have no personal experience with outdoor ponds. I just see this has been unanswered for a while. Hope this helps :)

I believe, unless the temperature in the tank drops as well, they would remain unaffected. If the water temp drops a bit more in the winter than it would be say the rest of the year, the fish will most likely become slightly dormant and eat little to no food.
