craigslist would be a good place to start for used tanks

Craigslist! I'm picking up a 55G tomorrow. I got the tank, stand, UGF, 3 air pumps, heater, canopy, for $75. That's kind of on the low end, but if you keep an eye out for deals, you'll find one. As for websites, I use That Fish Place or Drs. Foster and Smith. I've found That Fish Place to be cheaper overall, but Drs. Foster and Smith has better sales.

Definatley craigslist. I bought my 30G on Friday for $60. It came with a cabinet stand, lights (alone were $75), top, filter, gravel, decor, and almost everything but fish.

Craigslist is the place to go, otherwise you'll get stuck paying a fortune to buy the stuff new. I got my 55 gallon with hood, lights, heater, filter, bubbler, decorations and seven fish for $50.
