Fluorescent lighting won't start
 

We acquired a fairly new used 55
The tubes won't light. No flicker, no nothing.
There is voltage at the ballast. There are no starters.
The sockets don't appear to be damaged.
The tubes are F15 T8, and work in other fixtures with starters.

I can't see the ballast in both fixtures failing at the same time.
What am I doing wrong?

Perhaps you need a new bulb?

I have had the same problem with my used aquarium.
What I did is jiggled the tube to make sure proper contact is made with pins and it started up. If plug has been replaced check polarization. pop

The ballasts were bad.
