I would say a single male of either species(males of both species are usually pretty territorial) would be nice. Maybe add a small group of corys.
It is very important to cycle your tank before adding your fish. Here is some good info on cycling http://www.fishforum.com/viewtopic.php?t=3738

I think either would be fine however gouramies don't do a whole lot of moving. Bettas will do some swimming. If you put a little bit of heat in the tank, they do even more swimming. I would do the betta
