Black Skirt Tetra Help

My Black Skirt Tetra is very sick. I'm worried that he is dying. I've searched the forums for answers but I can't seem to figure out what is wrong or what to do. He has black spots all over him and his top part of his mouth seems to be missing. All of my other fish seem to be completely fine, even the other Black Skirts that I have a healthy. I'll post some pictures. Please help I hate to see my fish suffering. Thank you

I don't know what the spots are but as for the mouth it looks to me like he was the loser in a fight. What are your water parameters ammonia, nitrite, nitrate, PH, GH, KH, salinity, and temp?
