What to buy first: skimmer or refugium?
 
I think I need both since my 75 gallon is not drilled and I don't have room for a sump.
I think it will be a Reef Octopus BH1000 skimmer and maybe a CPR Aquafuge. The Aquafuge has a skimmer option but is it a good enough skimmer? The BH1000 and the fuge separate is about the same as the one with skimmer in it already. I don't want to spend a huge load of money but I know going the cheapest route is a BAD idea.

Get the Reef Octopus BH2000 first. Hold off on the Sump until you can afford one and have time to install it. You don't need to have one up front, its good in the long run. But...You don't want to skimp on the skimmer, its best up front to have one rated twice your water volume, this will keep your water in very good shape until you get the sump set up. I had a SW tank for a very long time, and just set up my first sump this year. You don't have to have one, it does help though, but its not a necessity.

Changing tanks
 
I have a 70 gallon salt water tank with reef and fish but want a bigger tank but don't really don't know how I would or if I could transfer the stuff over. Has anyone ever done this? If so some ideas on how to start would be great. Thanks.

I've moved tank a few times. Couple years ago I went from a 125g to my current 240g tank. First, I filled my bath tub with the tank water, have some water already made up if your tank water won't do it. Next comes the Live Rock, then the fish, into the bath tub. Powerheads and heaters, into the bath tub. Substrate goes into 5g buckets. Swap tanks around. Have most of the water made up already for the new tank, guessing at what you have in the tub that you can use also. Sand in first, Rock, powerheads, heaters and lastly the fish.
