Would depend largely on amount of organic's on or in substrate for bacteria to feed on.
At two week's without fish, or daily pinch of fish food to keep biological filter ticking,, I should think the bacteria will have died back considerably.
Would add fish slowly ,very few at a time, and be prepared to change water if ammonia/nitrites become elevated which could happen until bacteria is able to reproduce in porportion to the number of fish added.
