I'd definitely check with the person you're renting the place from before putting it in and see what they have to say about it. You might have to do something above ground, like some sort of a tub. And I can't comment on which is more "fun", but aren't goldfish significantly cheaper than koi? Might want to start out with goldfish.. but I don't really know much of anything about then.
I did want to say that moving water is the best way to avoid mosquitoes (without chemicals or tiki torches). Get some sort of small water fountain to move the water, because mosquitoes lay their eggs in warm, stagnant water.
as bad as you want this it may be wise to hold off until you have a place of your own. alot of time and money will be put into this only to not have it at your next place. just something to think about.
I have a 100 gallon Rubbermaid tub I picked up at Tractor Supply. I keep tropical fish in it from May through September. Little to no water movement and never had a problem with mosquitos. It is cheap and portable. Shouldn't be an issue with any landlord.
