Is there there any chemical which is safe for fish & plants but kills the snails ?????

Chemicals used to kill snails contain copper sulfate and are deemed dangerous point-blank for all creatures. They can kill the invertebrates but they can harm your fish. In a pond, it is impossible to get rid all the dead snails and failure to do so yields negative water parameter results often with ammonia increase harming and killing all your fish. Copper is also almost impossible to remove.

The only way to control their population is manual removal, bait by weighing down a lettuce or get fish that will relish on snails. Goldfish and Koi have been known to eat even the snails but unless your pond can accommodate either of the two fish, you have to stick on the first two methods mentioned in the first sentence of this paragraph.

Forgive me for lack of experience with ponds, but isn't there some kind of biological method of control with inverts such as snails? eg. other fish that would add snails as part of their main diet?

Loaches/Botias will eat snails. Even Kuhlis will eat snails, but of the smaller variety.
