Where can I find accurate laws and regulations on owning/shipping aquatic creatures?

I can't think of what gov agency regulates..also from what I have searched I am not so sure the info is accurate. Can someone direct me?

i think owning is one thing and shipping is another coz shipping depends on the courier and they depend on the laws of the state

for the US i suggest checking with the people from http://www.epa.gov/compliance/basics/index.html
as for shipping do a check on each courier.
