Has anyone ever heard of shipping fish in some kind of gel?

So I went to the post office today to get boxes to ship some fish to a couple buyers and the guy rolled his eyes at me. Then he asked if I would be shipping my fish in gel as he had just seen this from some hatchery in PA. Of course he couldn't remember the name. Has anyone ever heard of this? I tried to Google it, but got an assortment of unrelated items that had the word "gel" in them.

Been shipping fish for years and I've never heard of or received any fish in "gel". Seems to me that gill function would be greatly hampered, you?

I have very little knowledge when it comes to shipping fish and such, but could it have been eggs that were shipped in gel?

ya my only guess is that there would be the gel and inside the gel would be the tank with the fish. i dunno maybe to absorb and reduce the shock experienced by the fish when being banged around

but heck what do i know about shipping

Yeah, I would guess the gel packs lined the box too. You should have asked him if he could demonstrate what he meant, or at least draw some kinda picture.

My best guess (and my worst attempt at the paint program):
