Yes. Ch in the 4th ch from hook counts as a dc so you would have two dc 's.

Yes. When you chain that big long chain you have to "turn and create your first double crochet of that very first pattern row. (You always count the 2 chains at the end of a row for a double and 3 chains for a treble.) So having said that, the very first row would actually have at the end a 2Chain and 8 double crochets before skipping the next 2 of your foundation row. Then continue in batches of 9.
When you get to the very end of the row... and you have done 9 double crochets, (you are in the very last chain of the original chain if you counted right!) chain 2 and turn to start the next row. (This 2chain creates the first Double crochet of the next row) and so on.
Did I get that right DQ?

The last two in a row go in the ch 3 of the previous row,so there will be seven in the last set of nine but the last 2 go in the chain.
