Like every marine aquarium, I would suggest a Protein Skimmer, 3'' - 4'' aragonite sand bed, and live rock as the basic setup. If you are keeping inverts, but no corals, then a basic double light strip with one actenic bulb and one full spectrum bulb will give the tank a natural look.
I would stick with very simple fish for a 20 gallon. A pair of Ocellaris Clownfish would be nice, or perhaps a Blue Damsel and an Arabian Dottyback. For inverts just buy a handful of hermit crabs, turbo snails, nassarius snails, and maybe a LARGE shrimp. (make sure the shrimp is larger than the Dottyback!)
