Best thing I've heard of is vinegar followed bya THOUROUGH rinsing. You can put it on it sides to let the vinegar soak for a bit on the glass.

The rock is dead, and will have a mess of die off now, better to throw it in a bucket and give it a good scrub off.
Clean the tank with vinegar and water, scrub it down, you have may to let sit for a bit for the nastier depsosits. Rinse the sand in a bucket really well, until the water runs clear.

No need to really clean the sand. It will be toxic now, but once this runs for a couple weeks, it will start to restore the beneficial bacteria. Just run the tank and after it cycles, all the beneficial bacteria will neutralize the toxins from it sitting in stagnant water.

A little bit of warm water might be all you need to clean this tank up, but if that doesn't work, I like the vinegar suggestion. It naturally neutralizes if there is any residue left over.

What is customized? Can you post a pic of the lighting?

I'll rinse the sand a little . the lighting is stock and I can't get it to work . I plugged all 3 plugs in and the light did come on then I took it apart to get some rust off . now the lights don't work at all I even cleaned the corroded ground. Can I just replace this light it seems useless.

Rinse that and, yes. You don't want the crap from that sand going into your new tank, makes absolutely no sense to do that.
You should be able to hot wire the unit, and just take out that plug.
You can also, from the looks of the unit, get an LED aftermarket add on.
