Keep trying.. or if you have a net, see if you can use that to coax him in the cup.. bring it up behind him as he gets into the cup to deter him from swimming out.
As for a heater - you could just run the heater part under hot water and use your hand to wipe away and scum on it.

miami will go halfway into his waterchanging cup, the freak and back out.
im trying to use the current of the water into the cup to get him in, but he fights and wins each time. im coming really close.
should i keep trying or do something else? suggestions?
That should of been enough time to adjust. Next time you could try taking out some of the old water from the cup, and adding in a little from the tank every 10 mins to get him adjusted better. Only needs 30-40 mins. Water temp only, 15-30 mins is good as well. So may be from him not quite used to warmer water and being in the cup for an hour. He should be fine though within a day if that is all it was.
not going to say false alarm just yet, but i think the change of 73^ to 80^ sent him into shock. He seems better and swimming around a little bit, but still trying to cath his breathe. ill let you know if anything else happens. when i got the new heater i took him out and when it got to 80 i floated him for an hour and put him back in. do you think he needed more time?
When you fill his tank with water, put in the appropriate drops per gallon then. You can do it as the water is filling straight from the tap, or after the tank is filled. It will disperse on it's own, but won't hurt to give it a quick stir.
Just make sure to add in the full dose regardless how much water you changed.
